Debt Collection Challenges In Affordable Housing
A new Yardi Matrix analysis documents the impact of debt collection success on key aspects of affordable housing providers’ operating performance as local policies become a larger component of the market’s operating performance in rent collection.
“Affordable property operators say the payment rate worsened in recent years after the expiration of eviction bans that were implemented during the Covid-19 lockdowns. In some cases, tenants got used to not paying rent, either because they could not or did not want to pay,” the report says.

The responsiveness of the judicial system is another major factor. Collections tend to be lower in jurisdictions in which it takes months or years to evict tenants that are not paying rent.
While affordable housing programs establish the framework for scheduled revenue, local operating environments increasingly determine how much of that revenue is realized, a new Yardi Matrix national report says.
“Affordability pressures are already elevated, and higher energy costs … erode discretionary income and disproportionately impact lower-income households, further limiting renters’ ability to absorb rising housing costs,” a new national report from Yardi Matrix says.
“Understanding local collection environments becomes an increasingly important component of market analysis,” the report states, because realized revenue determines housing providers’ cash flow, reserve funding, capital planning and long-term asset preservation.
The percentage of realized revenue in May 2026 ranged from 96.8% in Miami to 70.9% in Washington, D.C., with the typical large market collecting 88.6% of scheduled rent.

The D.C. government, recognizing that “prolonged rent delinquency had become a threat not only to individual owners but to the long-term preservation and production of affordable housing,” as stated in the Yardi Matrix report, recently enacted legislation that streamlines portions of the nonpayment process.
